The Quincy Institute’s $1 Billion Israel Conspiracy

Behind its sensational "$1 billion influence campaign" headline lies a report built on inflated figures, double standards, and unsupported assumptions about Israel's public diplomacy.

The Quincy Institute’s report, The Eighth Front: Inside Israel’s $1 Billion Influence Campaign, is intentionally designed to overwhelm the reader with FARA filings, government budgets, contracts, advertising campaigns, delegation programs and organizational charts until the sheer volume of material creates the impression that a vast Israeli influence operation has been exposed. It hasn’t been. What the Quincy Institute really exposed was their own shoddy research methodology and a bizarre fixation on Israel’s public diplomacy, lending evermore credence to the accusation that the think tank has suspicious ties to the Islamic Republic itself.

To start, readers are introduced to a “$1 billion influence campaign” in the headline alone, naturally suggesting Israel spent roughly a billion dollars trying to manipulate American politics and public opinion. Except the report never actually establishes that. To reach the figure, it combined proposed government appropriations, global public diplomacy budgets, communications contracts, contractual spending ceilings and documented activities spanning multiple countries into a single headline number. Those figures measure entirely different things, some of them likely overlapping. A government appropriation is not an expenditure, a contractual ceiling is not the amount ultimately paid and a worldwide communications budget cannot simply be reclassified as an American influence campaign.

That same pattern repeats throughout the report. After presenting readers with its headline figure, Quincy spends page after page describing activities that governments across the world engage in every day: hiring communications firms, purchasing advertising, hosting delegations of foreign journalists, influencers and religious leaders, and working with organizations that share their policy objectives.

Israel’s contractors register under the Foreign Agents Registration Act (FARA) because American law requires them to do so, not because they have been caught operating in secret. None of these activities are remotely unusual. Throughout the report, however, Quincy’s treatment of FARA makes it seem as if the disclosures themselves are evidence of a sinister influence operation — when the truth is the opposite.

The report’s discussion of government-sponsored delegations follows the same logic. Quincy devotes considerable attention to journalists, influencers and religious leaders who accepted official trips to Israel, encouraging readers to view such visits as inherently manipulative. Yet governments have been organizing these exchanges for decades because they are among the oldest tools of public diplomacy. The United States runs the International Visitor Leadership Program, which has brought more than 230,000 foreign leaders, journalists and public figures to America since its creation in 1940. Britain, France, Germany, Japan and countless other democracies sponsor similar exchanges. Even the European Union funds study tours and media visits. None of these programs are described as covert influence operations because there is nothing covert about them. Participants know who invited them, governments publicly fund them and the objective is obvious: to present the country’s perspective directly rather than through a third party. Quincy never really explains why Israel should be judged by a fundamentally different standard.

That becomes even more apparent when you consider the comparison the report never makes. Critics, including myself, have raised awareness regarding delegations of Americans or Europeans sponsored by the Islamic Republic, but the concern is not over the fact that the regime paid for a plane ticket — the concern is that the sponsoring government is a sanctioned state sponsor of terrorism and assisting that regime is likely to violate U.S. law and sanctions policy. Oddly enough, Quincy Institute has never made a detailed report about the Islamic regime’s influencer operations… I wonder why?

The agenda is clear: the Quincy Institute wants the reader to treat any cooperation with Israel as inherently suspect, while literally no other nation on earth is held to the same standard. The report is, itself, an exercise in propaganda — assuming that any and all support for Israel is manufactured or the result of Israeli manipulation.

That same assumption allows Quincy to glide past the most difficult question its own thesis raises: did any of these campaigns actually work? The report places communications spending beside polling data, congressional support and media coverage in a way that encourages readers to connect the dots, but it never demonstrates that one caused the other. There is no attempt to isolate which campaigns changed public opinion, which audiences were persuaded, how large the effect was or what public attitudes would have looked like without those efforts. That is a remarkable omission for a report centred on influence. The contradiction becomes even more blatant when the report simultaneously argues that Israel possesses an extraordinarily sophisticated influence apparatus while acknowledging that American support for Israel has declined sharply in recent years. If the campaign is as pervasive, as all encompassing, and as manipulative as the report suggests, the lack of results doesn’t support the assertions made.

Perhaps the most revealing omission, however, is not what the report says but what it doesn’t. A thorough study of influence operations surrounding the Israel-Hamas war would devote substantial attention to the broader information battlefield, where Hamas, Hezbollah, the Islamic regime and Qatar have invested enormous resources into shaping American and international opinion. Qatar alone has spent tens of billions of dollars building global influence through media, higher education, lobbying and strategic investments, while Al Jazeera reaches hundreds of millions of viewers worldwide as a state-owned broadcaster. The Islamic regime operates an extensive network of state media in multiple languages, coordinates online messaging campaigns and has repeatedly been accused by Western governments of conducting foreign influence operations. Hamas and Hezbollah, proxies of the regime, maintain sophisticated propaganda networks across traditional and social media. Yet the Quincy Institute didn’t see fit to investigate that.

Even the report’s language reinforces the pattern of double standards. American contractors become Israel’s “foot soldiers.” Efforts to improve the visibility of online content are described as attempts to “manipulate artificial intelligence.” American organizations that support Israel are characterized as “nominally independent,” encouraging readers to question whether their views are genuinely their own. Had another democratic ally hired communications consultants, purchased advertising or encouraged supporters to engage online, it is difficult to imagine those activities being described in similarly biased terms.

It’s important to note that the Quincy Institute was founded to promote a foreign policy of “military restraint” and has consistently opposed confrontation with the Islamic Republic while sharply criticizing Israel. Its co-founder, Trita Parsi, previously cofounded the National Iranian American Council (NIAC) and has long been accused by Iranian dissidents of being a mouthpiece for the Islamic regime in Iran itself.

By the time the report reaches its conclusion, the gap between the title and the evidence is difficult to ignore. Readers were promised proof of a $1 billion influence operation shaping American politics. What the report actually documents is that Israel, like countless other governments, spends money explaining its policies abroad, hires communications firms, advertises, hosts foreign delegations and seeks to persuade international audiences during wartime. Transforming them into a sweeping conspiracy requires assumptions the report never truly proves, and that is ultimately where the Quincy Institute has exposed its true aims with this report.
